The financial and policy frameworks are established by the city council. The College of Mayor and Aldermen is responsible for implementing the policy and is accountable to the council for it each year.
The City Council adopted an administrative vision for the future of the municipality: Romte en ferskaat. The administrative vision is available for download in both Dutch and Frisian.
Municipalities do not perform all tasks themselves. In several cases, they cooperate with other municipalities, the province and/or the water board. In addition, there are various cooperative ventures.
