Cooperation with other governments
Municipalities do not perform all tasks themselves. In several cases, they cooperate with other municipalities, the province and/or the water board.
OWO
The municipalities of Ooststellingwerf, Weststellingwerf and Opsterland decided to join forces in 2011. The cooperation is aimed at optimal service to citizens, an efficiently functioning civil service organization, better quality, reduced vulnerability and a strong position in the region. Five official services have been or will be merged, namely: work and income (in Oosterwolde), real estate and taxes (in Oosterwolde), licensing, enforcement and supervision (in Beetsterzwaag), administrations business operations (in Wolvega) and ICT (in Wolvega). Essential to the cooperation is the administrative independence and own policy formulation in the three municipalities. Thus, there is no municipal merger. The cooperation has gained prominence under the acronym OWO, mainly in administrative and official circles.
P10
The P10 is an alliance of large rural municipalities. The purpose of joining forces of the P-10 municipalities, which have a similar structure and problems, is in the first instance to be able to be a stronger interlocutor together in representing the specific interests of rural municipalities. Secondly, knowledge transfer is an important objective. The comparable municipalities can learn a lot from each other's experiences and approach.
When a municipality has an administrative and a financial interest in a partnership, it is referred to as a related party. Administrative interest is understood to mean that new boards are formed and that the municipality has a say (voting rights) in them through the delegation of one or more representatives (college or council members) in a general board or in a general meeting of shareholders. Financial interest means that the municipality runs financial risks if the related party fails to meet its obligations. The participants must then provide financial assistance. This is the case with the joint arrangements and companies mentioned above. The other joint ventures (OWO and P10) are not related parties because no board is formed or there is no financial interest.
