What is tendering?
In a tender, the municipality lets interested parties submit an offer to supply goods, provide services or perform works (or a combination thereof). In addition, a tender allows the municipality to invite a minimum of three and a maximum of five suitable parties to submit an offer. A procurement process is a formal process in which legal requirements and Requirements established by the municipality must be met.

Supplier selection multiple negotiated tender
If the municipality proceeds with a multiple private tender, the municipality shall select the minimum three and maximum five parties to be invited, possibly, based on the criteria listed below.
- The suppliers to be invited must have (demonstrably) performed well within the industry (within a period of three years prior to the contract to be performed).
- The supplier that has (demonstrably) underperformed in the past three years will not be invited.
- The current supplier or the supplier who last successfully completed the contract will be invited.
- If possible, at least two local or regional suppliers will be invited when requesting three bids and three local or regional suppliers will be invited when requesting five bids.
- If possible, at least one vendor will be invited who has not performed a contract for the municipality in the past three years.
