The municipality collects your garbage. You pay waste disposal charges for this. In Opsterland we have been using the 'Diftar' system for years. You pay partly a fixed amount and partly per time that you put the container on the road. This is called 'pay according to use'. Municipalities such as Leeuwarden, Ooststellingwerf and Heerenveen already have positive experiences with an updated version of this system, Diftar+. Opsterland would like to follow this good example. In order to better separate waste and have less residual waste, the municipality is switching to the new Diftar+ system. 

We are switching to Diftar+ What does this mean for you?

As of Jan. 1, 2026, the way you pay for delivering household residual waste to low-rise buildings with a mini container (240 liters) will change. You will pay based on the weight of your residual waste and the number of times you take the container to the road. Until now, you only pay for the number of times you take the residual waste container to the road.

For residents of apartments or other forms of high-rise buildings, nothing will change. If you have an underground collection container with a pass, you will continue to pay per drop-in.

What is Diftar+? 

Diftar+ stands for paying by weight for residual waste. You pay a fixed amount per household (fixed fee) and a variable part (Diftar+). You always pay a fixed fee, even if you do not use containers or an underground waste system. The variable part consists of two pieces. 

  1. How often your residual waste container has been emptied.
  2. How many pounds of trash you presented at a time.

Nothing will change for the underground collection containers, then you will pay per time you disposed of a garbage bag.

Why is the municipality moving to Diftar+?

Residual waste still consists largely of reusable raw materials. Such as: 

  • food scraps;
  • vegetable, fruit and garden (GFT) waste;
  • paper;
  • textiles;
  • glass.

This does not belong there.Separating these resources better reduces the amount of residual waste. So the better you separate the waste, the fewer pounds there are in the container.

As of when will the municipality transition to the new policy?

The introduction of Diftar+ will begin on Jan. 1, 2026.

What is the cost of emptying the residual waste container?

For emptying the residual waste container, a fixed amount is paid per emptying and also an amount per kilogram of residual waste presented. 

Please note that fees are set annually by the City Council, so they will be announced later.

No definitive rates have been announced yet, but rates have been proposed to the council. You will find an explanation of these below.

The proposed rates are as follows: 

  • The fixed rate per parcel for 2026 will be €206.
  • The variable rate for the gray container will be €1 per emptying and €0.30 per kilogram.
  • The variable rate for the green container will be €1 per emptying.
  • Emptying the paper container remains free of charge.

Once the final rates have been set by the city council on December 15, we will publish them on our website. So keep an eye on it for the most up-to-date information.

How does paying by the kilo work?

The garbage truck weighs the residual waste container with a chip. Just before emptying the container and before putting it back. The weighing system thus calculates the net weight of residual waste in the container. So you only pay for the residual waste that was in the container. 

If you use an underground container, you pay per time you open the valve, not for weight. 

When will I receive the waste collection statement for Diftar+?

You will receive the statement for Diftar+ when the calendar year is over. You will receive this statement at the same time as your annual municipal tax assessment.

Why aren't diapers collected separately?

The Diftar+ system is based on the "polluter pays" principle. In this way, only the people who dispose of diapers pay for processing, and not all residents of the municipality. Diapers are processed separately through post-separation in the special DANO drum that Omrin put into operation in 2021. There is a financial concession for a certain target group, the RUFT scheme

Washable diapers

Did you know that it is even better to use washable diapers? These look like diaper pants and this saves many pounds in the residual waste container. An additional advantage is that children in washable diapers are potty-trained much faster, which saves an average of € 500 per child on disposable diapers.  

Why is plastic not separated separately?

Plastic, metal and beverage cartons can be properly reused after separation. Omrin mechanically extracts the plastic from the waste with the post-separation plant. This choice was made years ago by the municipalities together with Omrin.The sorting machine that does the post-separation ensures better separation of several raw materials. 

Is there a change in residual waste collection?

No, you can still put the container away every other week. By only putting the container away full, you prevent someone from throwing something in your container and keep the rate for the number of offers as low as possible. 

How do I know how heavy my container is?

You will be able to see how many kilos you have offered through theOmrin Afvalapp from January 1, 2026.  

Your garbage tax bill shows how many kilograms of waste were in the residual waste container in the past year and how often your container was emptied.

What waste should I separate?

To recycle it, paper, glass, textiles and vegetable, fruit and garden (VGF) waste are separated. You can read more about separating waste in the waste separation guide in the Omrin Waste app

I don't have a Bio bin at my house, now what?

If you do not have a Biobak (gft container) at home you can contact Omrin. You can do this through the Omrin Waste app or through the Omrin website. You can also contact Omrin customer service Syp via email syp@omrin.nl or phone 0900 - 21 00 215.  

Can I get a lock on my container?

You can, but experience with other municipalities shows that it is very rare for others to throw trash into your container. 

You must pay the cost of the lock yourself, so we recommend that you wait and see if this actually happens first. Do you still want a tilt lock on your Grey Bin (residual waste container), which the garbage truck can open? You can order it through the Omrin Afvalapp, the cost is €80. You can pay the amount via the Omrin Afvalapp.

The container is the property of Omrin. It is not allowed to place a lock on it yourself. Only have the lock placed by Omrin. If you do not do this yourself, the container will no longer be emptied.
