Ukrainian delegation guest in Opsterland

From June 23 to July 5, the Municipality of Opsterland hosted a special visit from Ukraine. The mayor and the head of the Housing and Public Works Department of the municipality of Nedryhailiv paid a two-week working visit to Opsterland as part of the European program TIPS4UA. The working visit quickly grew into a cordial meeting between two municipalities that have much to offer each other. The goal: sharing knowledge, strengthening each other and building cooperation.

A warm welcome to Opsterland

The Ukrainian delegation was officially received by the Opsterland Municipal Executive on June 23. In the weeks that followed, the guests were given a broad insight into municipal and social life in Fryslân. They spoke with administrators, visited local organizations and shared experiences on topics such as Health, housing and sustainability.

Alderman Rob Jonkman looks back on the working visit with satisfaction: "It is important to support Ukrainian municipalities right now. By working together, we build lasting relationships and contribute to the reconstruction of Ukraine. And the great thing is: we also learn a lot from it ourselves."

Two-way learning

That mutual learning manifested itself at many points during the working visit. Whether it was visiting an innovative housing factory, a social work facility or a local school building, conversations arose about practical solutions as well as shared values.

During the visit to social work companies, the topic of creating opportunities for people distant from the labor market was discussed, with Ukrainian guests telling how they deal with employment in these difficult times, with special attention to people injured or traumatized by war. Knowledge was shared about counseling, reintegration and the importance of meaningful work for recovery and self-confidence. Youth participation was also discussed: visits to low-threshold meeting places for young people showed how they not only come together, but also actively think and participate in the organization of activities, which strengthens social cohesion and gives young people space to take responsibility, a source of inspiration for the Ukrainian guests. In addition, the visit to a sewage treatment plant offered valuable insight into how the Netherlands is working on clean and sustainable water management, with much interest in technology, infrastructure and the role of local governments.

Collaboration beyond borders

The bond between Opsterland and Nedryhailiv has existed for some time. Since the outbreak of war in Ukraine, a number of aid transports have been organized from Opsterland to the Ukrainian region. That the cooperation is now also being deepened administratively and socially feels like a logical next step, according to Alderman Rob Jonkman: "We really have something to offer each other. Especially in difficult times, it is important to look each other up and reach out."

Farewell

On the last day of the visit, the Ukrainian delegation was handed the keys to a fully loaded bus. The mainly medical tools and equipment were donated by care organization Leppehiem, among others, and were able to be purchased with the proceeds of a local fundraiser through Steunactie.nl, an initiative of a Ukrainian refugee from Opsterland.

Words of thanks

At the farewell, the Ukrainian mayor spoke some personal words of thanks:
"Thank you very much for your support during this difficult time, it means a huge amount to Ukraine. During our visit we learned a lot. We are impressed by the strong infrastructure and the open, cordial people. The working visits have inspired us and given us new ideas. We are grateful for such good friends. We hope that Opsterland never has to go through what we are going through now. May God protect you."

About TIPS4UA

The working visit took place within the framework of the European program TIPS4UA, which focuses on supporting Ukrainian municipalities in reconstruction and administrative renewal. Opsterland is the only Dutch municipality participating in the pilot program. The experiences will be used in the future expansion of other municipal partnerships in the European Union. Through exchanges, training and knowledge sharing, strong, forward-looking networks are being built in Europe.
