Beverage and hospitality license
As an entrepreneur, do you want to provide or serve alcohol? Then you need a liquor and catering license. You get this license if you meet a number of requirements. This also applies to paracommercial establishments that serve alcohol. For example, sports canteens, community centers, clubhouses, and churches with a ballroom.

Meanwhile, the liquor and hospitality law was replaced by the Alcohol Act on July 1, 2021.
Under the Alcohol Act, it is illegal to provide alcohol without a license or exemption.
- If you serve alcohol in a catering establishment or sell alcohol in a liquor establishment, you need an alcohol license from the mayor pursuant to Section 3 of the Alcohol Act. This applies both to commercial establishments (pubs, restaurants and the like) and so-called paracommercial establishments (village halls, soccer canteens and the like)
- If you want to serve alcohol during an event, the mayor can grant an exemption for this under Section 35 of the Alcohol Act.
No permit required
In some cases, no permit is required.
- In a store where mainly food or tobacco and related items or only weakly alcoholic beverages are sold together with non-alcoholic beverages or not. For example, a supermarket and food store.
- In a department store with a food department, with a floor area of at least 15 m², on which a varied assortment of packaged and unpackaged edibles is sold.
- In a closed space accessible to the public, in which mainly food for use on the premises and elsewhere than on the premises is sold, not being a catering establishment. Think of products, included in a commercial package, intended for customer sales (for example, at a caterer)
You are not allowed to have alcohol tastings in the business.
How does it work?
- You can apply for an exemption for providing alcohol during an event at the same time as you apply for the event permit.
- Applying for an alcohol license, under Article 3 of the Alcohol Law, requires more attention.
- You must then meet several requirements (such as being at least 21 years old and holding an SVH - Social Hygiene).
- Depending on what the application is being made for, documents and/or supporting documents must also be provided.
- Part of the alcohol license procedure includes requesting information from the Central Judicial Service and the police.
- In addition - in commercial cases - you must fill out forms regarding a BIBOB investigation. This is a preventive administrative law tool for governments to prevent, that a license is abused.
