Giving first-time buyers a chance on the housing market is very important to the Municipality of Opsterland. That is why we offer the Starter Loan. In doing so, we cooperate with the Stimuleringsfonds Volkshuisvesting Nederlandse gemeenten (SVn).

The Starter Loan; a helping hand for your first home purchase

The Starter Loan fills the gap between the price of the house and the maximum amount the starter can borrow from the bank. The Starter Loan is always an addition to a first mortgage with another lender. A house that seems unaffordable can sometimes still be bought.

Starter Loan and Combination Loan

The Starter Loan consists of two parts: A (box 1) part that is repaid on an annuity basis. And a (box 3) part that is accrued: the Combination Loan.

For the Starter Loan and Combination Loan, starters have no monthly charges for the first three years. The repayment of the Starter Loan is "paid" in the first three years with the Combination Loan. Therefore, the Combination Loan always accrues during the first three years. After this three-year period, interest and repayment are (in principle) paid. The moment the full interest and/or repayment is paid, both loan parts are repaid simultaneously.

If the household income is insufficient, a re-test can be requested. If income is indeed insufficient at a retest moment, the starter pays a monthly charge that does match the household income. More information on retest options can be found at www.svn.nl/hertoets.

Requirements municipality of Opsterland

The application, the financial test that determines whether you actually qualify for the Starters Loan and the granting of the loan are taken care of by SVn. We have drawn up Requirements that you must meet to be eligible for the Starters Loan. The Starters Loan only applies to loan applications:

  • Of persons resident and entitled to reside in the Netherlands, aged 18 years and over, who at the time of application do not own a house for sale, have not previously done so, and who independently occupy a rented house or housing unit or live-in;
  • To acquire an existing owner-occupied home in Opsterland whose cost of acquiring ownership (acquisition costs) of the home may not exceed €250,000.00;
  • To acquire a new-build owner-occupied home in the Municipality of Opsterland, the cost of acquiring ownership (acquisition costs) of the home may not exceed €250,000.00;
  • The applicant must personally occupy the home for which a Starter Loan is provided.

The Starters Loan of the Municipality of Opsterland is subject to the provisions of the Regulation Starters Loan Opsterland. On February 6, 2024, the Municipal Executive decided to increase the maximum acquisition cost for both existing and new construction owner-occupied homes to €250,000.
