Requirements

When do you file a demolition notice?

You file a demolition notification if:

  • demolition will generate more than 10m3 of waste;
  • you are removing asbestos during demolition.

If the building in question is pre-1994, an asbestos inventory report must be prepared for it. An asbestos inventory company can prepare such a report for you after inspection. Look for a certified company in your area on the website of Stichting Certificatie Asbest www.ascert.nl

You can suffice with a demolition notification without an asbestos inventory report if you are a private citizen and you are removing:

  • no more than 35m2 of bolted, bonded asbestos-containing (corrugated) sheets (not roof slates);
  • No more than 35m2 of asbestos-containing floor tiles or unglued asbestos-containing floor covering;
  • asbestos-containing window boxes or loose asbestos-containing sheet material.

You may remove these materials yourself and you may dispose of the asbestos at the Environmental Site.

Note: Material that resembles asbestos must be treated as asbestos.

When do you need an environmental permit?

Sometimes you need an environmental permit instead of the demolition notification:

  • during demolition work on a national monument;
  • If the demolition violates the zoning plan.

When do you not have to do anything?

You do not need to do anything if:

  • if the demolition produces less than 10m3 of waste and if you do not remove asbestos during demolition;
  • if the demolition work does not involve a national monument.
  • If the demolition does not violate the zoning plan.

Note that material that resembles asbestos must be treated as asbestos.

How do you file a demolition notification?

You submit a demolition notification through the Omgevingsloket online (OLO). You must do this at least four weeks in advance. Along with the demolition notification, you must submit the asbestos inventory report, if necessary.

Five days instead of four weeks' notice:

  • if you are a private individual removing up to 35m2 of bolted bonded asbestos-containing materials, unglued or asbestos-containing window boxes, or loose asbestos-containing sheet material per plot, you must give five days' notice;
  • companies performing demolition work on an asbestos-containing application in a building as part of repair or mutation maintenance work.

Letter of agreement

You will receive a letter if your demolition notification is approved. Private individuals who bring their own (asbestos-containing) demolition material to the Environmentalraat should bring this letter with them.

Cost

There is no charge for the demolition notification. You pay fees for an environmental permit.
