Right to challenge gives residents the right to challenge the municipality. You can take over tasks from the municipality if you think it can do things better, cheaper or differently. For example, you can take over part of the management of public green spaces from the municipality.

Requirements

Taking over a task from the municipality is subject to Requirements. This ensures clarity and transparency for both the municipality and the initiators who want to take over a task from the municipality.

  • The starting point of the challenge is social added value (not a profit motive). The social added value is tested, for example by considering whether the challenge contributes to the livability of the village or neighborhood in which the challenge takes place. The right to challenge is opened to all parties, except commercial organizations, because the municipality has no profit motive.
  • There must be demonstrable support for the challenge. A challenge is submitted by one or more initiators. So there will have to be support. In what way the initiator(s) demonstrate this, we are free to do so. As long as it is clear that there is support. This must be demonstrated through an open and transparent process. The initiators remain responsible for this.
  • The direction and ownership of the challenge lies with the proposers. A challenge is conceived and executed by the initiators. Challenges that come in come from the bottom up and are also implemented by the initiators. The municipality has a supporting role in drawing up the plan and will help the initiators where necessary.
  • The challenge should not be more expensive than the municipality's current implementation. The condition of a challenge is that it must not be more expensive than the current offer. If it is, the challenge can be refused.
  • The challenge is of the same quality (or better). The initiators show that quality will be maintained. If there is reason to believe that the quality will not be as good as in the current situation, the challenge can be refused.
  • A term is agreed upon. A term is agreed upon. The reason for this is to ensure the continuity of the challenge.
  • There is contact with the municipality every six months/yearly about how the challenge is going. The direction and ownership of the challenge lies with the initiators. However, it is a task carried out by the municipality. So the municipality will keep an eye on it. If it appears that quality and/or continuity is not being ensured, the municipality can intervene.
  • How can you challenge the municipality? You can submit an idea for a challenge using the form on this website. After the application, an employee of the municipality will contact you. Together with you we will examine whether the idea for taking over a task meets the rules of right to challenge. Then you can work out the idea together with the municipality in a plan of action. This will contain the agreements about taking over the task. The municipality also looks at the financial and legal consequences. If all the Requirements are met, the municipal executive will make the final decision to transfer the task.
